Office of the Chief Information Officer (OCIO) Support Services Partnering with customers to design integrated architectures based on best practices in IT Service Management and Infrastructure Support that are aligned with business goals As Federal agencies strive to maximize technology investments, they are faced with changes in how the Government operates – in an environment with reduced internal resources to address the growing demands to manage critical initiatives. The disciplines of project management, integration, technology planning, portfolio management, and architecture development / management and implementation are being employed as tools to address these changes throughout the Government. Powertek empowers its customers to implement enterprise solutions by better understanding the interdependencies amongst an organization’s people, processes, technology, and finances through values and ideals of industry best practices and lessons learned. We have a clear appreciation of Federal laws and regulations associated with delivery of IT services such as the Clinger Cohen Act and OMB Circulars such as A-11, A123, A130, and A127. We partner with our customers to assess their current capabilities, their goals and objectives, and benchmark them against industry respected maturity models, such as Information Technology Investment Management (ITIM) Framework and Organizational Project Management (OPM3). We conduct gap analyses, define critical factors of success, determine priorities, and establish long-term and short-term goals for optimizing the customer’s investment. Our holistic approach encompasses significant aspects of organizational culture, and facilitates improvements in the critical factors that define the success or failure of projects by establishing standard skills, tools, processes, and benchmarks that are repeatable across projects. Information Technology Investment Management A mature IT investment management methodology is essential for ensuring that an organization’s IT investment portfolio aligns with its business goals and realizes maximum return. Powertek supports our customers by assessing their current IT investment management capabilities and assists with the implementation of the critical processes involved with the selection, control, and evaluation phases for managing IT investments (e.g., CPIC). We develop and implement action plans, evaluate agency tools and content, and recommend data collection, management, and reporting methodologies to better assist executives in making timely and accurate business investment decisions. Organizational Project Management Essential to delivering IT projects within time, cost, and scope constraints is a well defined project management methodology. Powertek works with our customers to develop and implement customized Project Management Office (PMO) solutions aligned with business goals and organizational constraints that define the PMO’s scope, its position within the agency’s organization, and the roles and responsibility of its stakeholders. Project Recovery Powertek’s certified Project Management Professionals (PMPs) assist Government customers to assess and resolve at-risk IT projects. We review project plans, design specifications, staff skills, and deliverables to identify the risks and issues causing poor performance. Our Recovery Plan contains risk mitigation approaches designed to put projects back on track within current constraints and business objectives. Change Management Critical to the success of any transformation effort is effective change management to address concerns and achieve stakeholder buy-in. Powertek follows a defined change management process consisting of a comprehensive Communications Plan outlining campaigns, mentoring, training, and other activities designed to smoothly transition the affected project and staff by implementing planned organizational change. Business Services Transformation Powertek applies proven, repeatable processes to support the business application services transformation life cycle. Our approach aligns people, processes, and technology initiatives of our customers more closely with their mission and helps implement new business strategies while improving organizational performance – so that our customers can focus on their core business and better support mission operations. Financial Management Services Government financial managers are charged with the planning, analysis, justification, procurement, control, and reporting of all fiscal resources, and for strategic management and planning of investments and assurance of performance results. Partnerships with the private sector and the Government are on the rise, where skilled and experienced financial management resources and industry experts are required to support complex Federal financial requirements. As a well-qualified and trust-worthy service provider, Powertek enables customers to link their organizational strategy to their core processes and activities, and manage their organizational performance by monitoring Key Performance Indicators (KPIs). Powertek partners with Government agencies to provide solutions for forecasting, budgeting, and planning functions; using graphical scorecards and dashboards to display and deliver organizational information. All initiatives are aimed at improving executive decision making ability by identifying, assessing, managing, and optimizing business risks, and enabling organizations to transition from a state of basic compliance and ad-hoc risk response to a state of optimized risk management based on a holistic framework that integrates business strategy, operations, and compliance. Our accountants, financial analysts, and budget specialists adhere to Generally Accepted Accounting Principles (GAAP), CFO Act Compliance, and the requirements mandated by OMB circulars (e.g., A123). Non-IT Operational Support As the Government evolves its business model, it continues to define how to optimize the use of contractors for staff augmentation support or as specialized consulting services partners to support mission operations. A need has recently been identified for highly skilled expertise in the areas of human capital services, legal services, research support, public affairs, communication, and change management services, to include multimedia and other business support functions. Powertek recognized this emerging market early on and has taken the necessary steps to acquire resources to support Government programs in these critical areas.
